Convenor of the popular pressure movement #FixTheCountry, Mr. Baker Vormawor has opined that Ghana hasn’t seen any military takeovers since the last one in 1982 due to the 1992 constitution which he refers to as “antidote” to Coup d’etats.

Mr. Vormawor believes that the 1992 constitution is only designed to prevent another coup d’etat from rocking the country, and not for the governance of the country.

“I have always wondered whether people know actually why we have avoided Coup d’etats so far? I wondered also whether they knew why had a coup d’etat in 1979 and in 1981. Then It dawned me that they actually do not realize that the entire design of the 1992 Constitution was just to prevent coup d’etat. Nothing more. It doesn’t care about governance.

In 1993, we found the antidote to Coup d’etats. That antidote was the 1992 Constitution. It was a very easy antidote and it was mighty effective,” Vormawor wrote in an opinion write-up on facebook.

Justifying his assertion, Vormawor said the 1992 constitution was designed in a way that it ensures that the resources or fortunes of the country are entrusted into the hands of the “political class” so that they wouldn’t be thinking of overthrowing a government in power.

“…commit to the vast majority of our resources to the political class. We needed to sort out the President, Parliament and the Judiciary by make them the highest earning public officials in the country. We cooked deals that paid them huge allowances. Gave them homes in the choicest neighbourhoods and provided them with security, cars and drivers. We understood that this will create a strong incentive among them to want to maintain the status quo,” he wrote.

I want to talk about coup d’états.

One of the biggest plaudits the 1992 Constitution gets, is that through it we have avoided a coup d’etat since 1993. And that the absence of a coup d’etat means we have stability and peace.

I have always wondered whether people assume that anytime political actors who would ordinarily be interested in the Coup, want to do one, all they do is they pick up the Constitution, read it and exclaim out, what an amazing document.

Then It dawned me that they actually do not realize that the entire design of the 1992 Constitution was just to prevent coup d’etat. Nothing more. It doesn’t care about governance.

In 1993, we found the antidote to Coup d’etats. That antidote was the 1992 Constitution. It was a very easy antidote and it was mighty effective.

We understood that all we had to do, was commit to the vast majority of our resources to the political class. We needed to sort out the President, Parliament and the Judiciary by make them the highest earning public officials in the country. We cooked deals that paid them huge allowances. Gave them homes in the choicest neighbourhoods and provided them with security, cars and drivers. We understood that this will create a strong incentive among them to want to maintain the status quo. We made the President strong and the other branches subservient.

Then there was the military. They being the biggest purveyors of coup d’etats we needed to avoid, hunger leading them to a coup. Not the people’s hunger oo. Theirs hunger. So we gave huge sums of money to the military. Made them filthy rich. Made the military a business where they understand that they cannot enjoy the money and privileges they have, if they attempt a coup.

But this template isnt new. Uganda has worked it out with perfection. That is why no matter how horrible his actions, no matter how much the people of Uganda suffer, they can never remove Museveni.

In Ghana’s case, there is a slight difference difference. Only slight! Here, there is a gentleman’s agreement between the NDC and the NPP. That instead of having one man; they needed to alternate power. That even though they are not different in substance, they should compete for the power from time to time. Alternation creates the illusion of choice.

The political class then bought out the media space. They all secured media broadcast licenses, and controlled the main mediums of controlling the thinking of the people. Across the media space, those who wanted to be independent were quickly chastised and felt increasingly isolated. Those who needed to survive, needed to align with the political class in order to get breadcrumbs. They needed the business of the politicians and so they were in perpetual audition for the corrupt business that the political class will bring. As such, the media became the primary medium through which the political class preached. Take 100 talk shows in this country 98 consistently feature only the political class. NDC and NPP panelist morning, afternoon, evening. We heard nothing else but what they wanted us to hear.

The Political class then created an appendage group of middle class collaborators. They handpicked them and this group became their engines for corruption. In addition to what the Constitution already gave them; they exploited its weak accountability mechanisms to cook corrupt deals, and shared the rest of the money the constitution didn’t give them. When that money finished, they borrowed and borrowed and borrowed; then shared the money among themselves. They put some of the elites on Boards they created; so they can shut them up further.

But none of that matters, because the Presidency and his appointees are sorted; they sorted out Parliament and the Judiciary. Then they sorted out the military. They made the media, and the elites dogs who sit around and wait for the breadcrumbs.

When you figure this out, you can rule for a 1000 years. It doesn’t matter how poor the people are or poorer they get. I guarantee you. The people have very few experience of overthrowing an entire political class.

We sold the people out. We delivered them to poverty in exchange for making the political class filthy rich.

If you think that just time, will solve our problems; and that all we need to do is to give time time. You have a zero understanding of history. Haiti has been independent since 1804. Liberia has been free since 1847. They are still poor and dysfunctional today.

Time does not solve injustice. People do.
